2023 IAHA Toonik Tyme Tournament Rules


Toonik Tyme Minor Hockey Tournament Rules 2023

Playing Rules

  1. Playing rules will be those recognized by the Hockey Nunavut zone, Iqaluit Amateur Hockey Association (IAHA) and Hockey Canada, except as
  2. Neck guards: Players are required to wear neck guards at all times during the tournament.
  3. Body Contact: Is not permitted at the any level
  4. Game Length
    1. During Round Robin games, each game shall consist of three (3) periods of 12 minutes straight-time with a 2-minute warm-up OR a 50 Minute Curfew Clock, whichever comes first.
    2. During Semi-Final rounds, each game shall consist of three (3) periods of 12 minutes straight-time. If tied, the teams shall go to a shoot-out.  The tournament committee may impose a curfew clock of 50 minutes in Semi Final Games
    3. During Medal rounds, each game shall consist of three (3) periods of 12 minutes stop-time for all Divisions. The tournament committee may impose a curfew clock of 60 minutes during medal rounds.
    4. 2) Overtime:
      1. There shall be no overtime periods to break tie games in Round Robin.
      2. In the Semi-Final round, if the score is tied at the end of regulation time, teams shall go to a shootout format. Each team shall select 5 shooters. If after the first 5 shooters have shot and a winner is not declared, then teams shall select 5 different shooters and continue until a winner is declared.
        • The coach of each team will provide the game officials with the list of these five players immediately following the end of the period. The team that scores the most goals with these five skaters will be declared the winner. Whichever team has had the fewest penalty minutes/penalty shots in the game, will have the option of shooting first or last. If the teams have the same number of penalty minutes in the game, the HOME team will shoot LAST. Once the order is determined, it will remain the same for all future rounds of shootout. A player from one team will go, followed by a player from the other team, and so on until all 5 designated players have gone.
        • If still tied a sudden-death shootout with one player from each team. Each shooter must not have participated in any prior round of the shootout. Whichever team shot first in the previous round, will once again shoot first.
        • Repeat step above until no skater remains that has not yet participated from either team. At this point the shootout will continue in reverse order starting with the player who has most recently shot. This will continue until a winner is decided.

 

  • In the Medal rounds, if the game is tied at the end of regulation, then a 5 minute straight-time overtime period shall be played with 4 skaters and a goaltender. If at the end of the overtime period the score is still tied, the teams shall go to a shoot-out as prescribed in the Semi-Finals.
  1. Last 2 minutes of all games will be stop-time if the score differential is 2 goals or less.

 

  1. Time-Outs: One (1) thirty (30) second time out will be permitted in medal rounds ONLY.

 

  1. Round Robin Standings: Standings will be based on points: two (2) points for a win, one (1) point for a tie, no points for a
  2. Tie-Breaker, Round Robin: If tied in points, standings (seedings) will be determined based on the following order:
    1. The head to head result involving the teams tied (two-way ties only or if one team has beaten all others they are tied with).
    2. The team with the most wins in round robin
    3. The highest ratio of goals for divided by goals for plus goals against [GF/(GF + GA)].
    4. The team with the lowest number of penalty minutes accumulated in round robin
    5. The team with the lowest number of goals against
    6. Coin toss by the tournament coordinator or a designated representative

 

  1. Mercy Rule:  
    1. If at the end of the first period or any time during the second period, the goal differential is seven (7) goals or more, the game shall be stopped, if both teams agree.
    2. All goals scored are still recorded on the game sheet, but the 7 goal differential will be for tie breaking purposes in a mercy game.
    3. Tournament organizers may stop the game as well, as per the curfew clock.

 

  1. Equipment:

All players shall wear full protective gear as approved by CSA and Hockey Canada while on the ice and benches. 

  1. Penalties: 
    1. For the U9 and under, all penalties will result in a penalty shot.
    2. For the U11 to U18 divisions, all penalties will result in a 3 minute penalty for run time and 2 minute penalty for stop time. 

 

  1. Conduct and Suspensions:

All Hockey Canada rules and regulations will be in effect during the tournament. Incidents of blatant profanity or any blatant displays that are considered to make a “travesty of the game” by players or coaches shall result in a Gross Misconduct penalty and will result in the player or coach being ineligible to compete in the balance of the tournament, including access to player benches and dressing rooms. Any and all incidents involving Game Misconducts, Gross Misconducts and Match penalties are to be reported to the Tournament Discipline Committee for further action where warranted or required. At the conclusion of the tournament, any incidents must also be reported to the IAHA, Zone and Branch President for further action if warranted.

  1. Intent to Injure:

Any player who is identified by the Referee as making any movement with the intent to injure another player will be immediately ejected for the remainder of the Toonik Tyme tournament.    

  1. Fighting:

A match penalty shall be assessed to any player who is identified by the Referee as the instigator or aggressor in a fight. The opposing player may then be assessed a match penalty if he/she fights back or continues the altercation, a minor penalty for roughing, or no penalty at all depending on the circumstances. If two players throw the first punch simultaneously, then both players will receive match penalties. A match penalty means that the player or players will be ineligible to compete for the remainder of the Toonik Tyme tournament.

 9) Abuse: 

  1. ZERO Tolerance: Taunting or berating of any players, officials, staff, or tournament volunteers will NOT be tolerated under any circumstances by parents, players, team officials or other spectators. The IAHA Board of Directors reserve the right to eject any person whom it deems in its sole discretion to be acting in an improper manner and we accept no liability in connection with such ejections
  2. Referee’s Decisions: All referee’s decisions are final during the game. A team may appeal a decision to the tournament organizers within 2 hours after the game or before their next tournament game starts whichever is sooner.
  3. In the event of a suspended game by way of forfeiture or forfeit, the score shall be recorded as zero for the loser and three (3-0), or the greater margin of victory at the time of the forfeiture, for the
  4. Should a team who previously forfeited a game during the tournament be in contention for a playoff spot, that spot will be automatically forfeited should it come down to a tiebreaker whereby the goal ratio becomes the deciding factor
  5. For players; a penalty for unsportsmanlike conduct (zero tolerance) will be given whenever a player:
    1. Openly disputes or argues about any decision by an official (On-ice or tournament directors)
    2. Uses obscene or vulgar language in a boisterous manner to anyone at any time, even if it is not directed at any particular person.
    3. Visually demonstrates any sign of dissatisfaction with any decision by an official. Any and all incidents involving unsportsmanlike conduct of players will be reported to the IAHA Discipline Chair and/or the RCMP (if necessary) for further action where warranted or required.
  6. For coaches; a minor penalty for unsportsmanlike conduct (zero tolerance) will be given whenever a coach:
    1. Openly disputes or argues about any decision by an official (On-ice or tournament directors)
    2. Uses obscene or vulgar language in a boisterous manner to anyone at any time, even if it is not directed at any particular person.
    3. Visually demonstrates any sign of dissatisfaction with any decision by an official including standing on the boards or standing in the bench doorway with the intent of inciting the officials, players or spectators. Any and all incidents involving unsportsmanlike conduct of coaches will be reported to the IAHA Discipline Chair and/or the RCMP (if necessary) for further action where warranted or required.

 

The Tournament coordinator reserves the right to change or alter these rules at any time without prior notice in order to act in the best interests of the tournament.
